The post-27-S constitution

Artur Mas, the president of the Generalitat, yesterday introduced new elements to his sovereignty road map. Since the agreement with ERC's Oriol Junqueras on the plebiscite election, the bud-
get and a common elec-
toral independence programme, Mas returned to some of his proposals made in November for attaining a new Catalan state within 18 months. Mas was speaking at a conference organised by Moment Zero, El Punt Avui and the Born Centre Cultural. The president said in his address that he favoured the parliament created from the 27-S election drawing up a Catalan constitution. Mas also suggested the vote approving the constitution could substitute the post-plebiscite referendum that he has championed.

Referring to the path to follow after the election, Mas said that a constitutional proposal should not come from the resulting government, but from the entire chamber, as long as there was a “clear majority” in favour of independence. Mas's position is in-line with that of the Consell Assessor per a la Transició Nacional and with the sovereignty road map discussed by CiU, ERC and civil organisations in the negotiations.
