Sex offender proves GPS bracelet a failure

A repeat sex offender faced court yesterday for abusing a 10-year-old when he was on probation and under the surveillance of a GPS bracelet that did not work because the battery of the device had run down. The offender himself was responsible for charging the device and the Justice Department’s of controls were insufficient. The man faces an eight year sentence.
