Catalan President presents objectives for next four years with idea of implementing 1-O mandate

Linking government action to the implementation of the Republic, that is the Catalan government’s plan for the 12th legislature approved by the executive council yesterday and presented by President Quim Torra in a speech which described the government’s main objectives in all areas.

It is a plan that does not refer to specific state structures, although some measures can be interpreted as such, including the request for the transfer of powers over the entire conventional road and rail network or the conversion of the Catalan Finance Institute into a public bank. The plan is impregnated “with republican actions and values,” Torra said, and has one strictly political aspect but at the same time another relating to the management of daily affairs, with more than a thousand concrete measures, much social content and progress as a “republican motor for change”.

“We are aware of the exceptional situation, but that cannot stop our goals and we can not give up developing this plan for four years, with all the ambition we have,” the President summarised, before adding that he is not considering early elections.

With the presentation of the document, Torra said the “restitution” stage of the damages resulting from 155 on which he based his action in the first months was almost over, although he also stressed that it will not be completed until President Puigdemont is restored to his position: an “essential piece” that remains among the legislature’s main objectives.

In the short term, the most ambitious action announced yesterday will be the implementation of the Civic, Social and Constituent Forum, which will promote a country-wide debate to establish the foundations of the constitution of Catalonia.
