80 years ago, the government of Benito Mussolini approved the racial laws of fascism, a set of rules for applying racial discrimination. First they were applied against the Jewish population; and then they were extended to other minorities. Last week the 5-Star Movement and Nord Lega coalition government approved the Salvini decree, a set of norms that seek to make life more difficult for foreigners and to criminalize immigration and protest. Human rights organizations have described the decree as discriminatory and racist. They say that it goes against international law and have called for the European Union to intervene. The Salvini decree abolishes humanitarian protection for people who are not eligible for refugee status but who cannot be sent home. People who obtained this humanitarian protection - with very restrictive criteria - are in a situation of extreme vulnerability.
