Lack of therapeutic places for young offenders

Barcelona's prosecutor's office for juvenile offenders, the Fiscalia de Menors, warns that Catalonia has no therapeutic centre to treat young offenders with serious addictions or mental disorders while they serve their sentences. Els Til·lers centre, with a therapeutic unit of 11 places, is the only facility that exists in the country. The prosecutor's office also highlights measures to intern young inmates in educational groups as “deficient” due to a lack of resources. The conclusions are published in the prosecutor's annual report for 2014, which calls for 248 precautionary measures to be applied to young offenders.

However, at the same time, the report finds that the resources provided by the Generalitat government relating to the process of internment, the supervised release and restraining orders of juveniles were “sufficient”. It also insists, for another year, on the need for an efficient IT system to oversee the progress of young offenders.

Overall, the prosecutor's report finds that incidents of juvenile crime have levelled off and have even gone down since 2010.
